Former Haywood County Deputy Indicted on Rape and Official Misconduct Charges

HAYWOOD COUNTY, Tenn. — A former Haywood County Sheriff’s Office deputy has been indicted following an investigation by the Tennessee Bureau of Investigation into allegations that he sexually assaulted a woman during a traffic stop.

According to the TBI, the investigation began in August 2025 at the request of 28th Judicial District Attorney General Frederick Agee. Agents investigated allegations involving Marvin Lee Norfolk Sr., 63, who was employed as a deputy with the Haywood County Sheriff’s Office at the time of the alleged incident.

During the investigation, TBI agents gathered evidence that was presented to a Haywood County grand jury. Prosecutors alleged Norfolk sexually assaulted a woman during a traffic stop.

On June 22, the grand jury returned an indictment charging Norfolk with one count each of Rape, Attempted Rape, Official Misconduct, and Tampering with Evidence.

With assistance from the U.S. Marshals Service, Norfolk turned himself in on June 23 and was booked into the Haywood County Jail. His bond was set at $250,000.

The Tennessee Bureau of Investigation emphasized that the charges are allegations only. Norfolk is presumed innocent unless and until proven guilty in a court of law.

The investigation remains under the jurisdiction of the Tennessee Bureau of Investigation and the 28th Judicial District Attorney General’s Office.
