2008 Cold Case Update: Citizen Tip Leads to Arrest of Memphis Man on Child Rape Charges

MEMPHIS, TN — A 47-year-old Memphis man faces multiple child sexual abuse charges and a re-opened rape charge after an investigation by the Memphis Police Department’s Internet Crimes Against Children (ICAC) Task Force.

Cedric Jackson is being held at the Shelby County Jail on a $3.6 million bond. He faces charges of:

  • One count of Rape
  • Three counts of Rape of a Child
  • Three counts of Especially Aggravated Sexual Exploitation of a Minor

Citizen Tip Initiates Investigation

The investigation began in April 2026 when the ICAC Task Force received a tip from a member of the public stating that Jackson had recorded himself sexually abusing a minor. Investigators secured search warrants and subpoenas to recover digital evidence.

While awaiting the data returns, detectives discovered that Jackson had been named in a 2008 rape report, which had been closed at the time due to insufficient evidence. Investigators reopened the 2008 file and gathered additional evidence related to that case.

Search Warrants and Arrest

Data obtained through the new search warrants revealed that Jackson had allegedly created nearly 100 images and videos depicting the sexual abuse of multiple juveniles. Following the discovery of the media, detectives obtained an arrest warrant for the 2008 rape case and a search warrant for Jackson’s residence. Jackson was taken into custody during the execution of those warrants.

During questioning, Jackson provided a statement to investigators identifying multiple victims depicted in the recovered files.

Authority Appeal for Potential Additional Victims

The criminal investigation remains ongoing. Sgt. Davis and the ICAC Task Force believe there may be additional victims who have not yet come forward, including individuals who are now adults.
